No, there is absolutely no difference. JPG and JPEG are two names and file extensions for the exact same image format. The shorter .jpg name is simply a holdover from older operating systems that had a three-character limit for file extensions. The conversion process and the final file are identical.

No, you cannot use a JPG file as a favicon. Web browsers require your website's icon to be in the specific ICO format or, in some cases, a PNG. A JPG file will not be recognized by browsers as a valid icon to display in the browser tab, so you should use your original ICO file for that purpose.
For the best possible result, first ensure your source ICO file contains a high-resolution version, like 256x256 pixels.
